Shopping and preparing for prom night can get expensive. So much so that Regina Talabert, a bus driver in South Miami-Dade, felt compelled to collect more than 100 dresses to create a free prom “store.” She opened the pop-up shop as a tribute to daughter, Noricia, who was shot and killed four months before she could attend her own senior prom.
