In some cities, foreclosures are still on the rise
In cities like Baltimore and Philadelphia, the number of homes in the early stages of foreclosure is higher than it was before the financial crisis.

Foreclosures fell to their lowest level in 15 years during the first quarter of this year, according to a new report from Attom Data Solutions. But despite a strong economy and job market, some cities are still contending with the mess left by the housing crisis.
