Chinese vice minister Cui Tiankai told reporters yesterday that China has no beef with the U.S. and that “‘the international community ought to come up with some rules to prevent this misuse of advanced technology.'” He said just because someone is launching an attack from inside a country doesn’t mean that person reflects the views of that country. This works in a couple ways, of course. On the one hand, he’s absolutely right. Computer hacking can be done by a government or just some guy in any country. It can be done by someone in Russia using proxy servers in the US for that matter. On the other hand, this is also a way of reiterating plausible deniability in any attack, even the ones that ARE sponsored by a government.
