At the G8 conference in France, Japan announced it is cancelling plans to expand nuclear energy in favor of solar energy. Lawmakers in the U.S. are debating about whether federal disaster aid should be offset by other budget cuts. An academic study says the U.S. Treasury actually did default before, in 1979; will our current debt ceiling situation have graver consequences? Commentator Amity Shlaes spoke about how presidents handle the budget system. The Senate is blocking President Obama from naming any heads of federal agencies over the holiday weekend.
