State insurance commissioners are still working on setting a rule with the new health care reform that will clearly specify what expenses insurance companies can count as health care. As Nancy Marshall Genzer reported, it’s a complicated debate. Bill Gates and Warren Buffett are trying to urge their wealthy counterparts to be philanthropic, but Chinese billionaires aren’t budging.
